Francis Grass
Former student of the École Polytechnique and ENSTA, Francis Grass held his first management position in railway operations at SNCF, then in organisation and human resources at the Danone group. In 1988, he moved to Toulouse to join the public transport network operator SEMVAT (now Tisséo voyageurs), where he was appointed CEO and oversaw the launch of the automatic metro line A in 1993. After contributing to studies for Line B, he joined the Veolia Transport group (now Transdev) in 2002, where he served as Director for the Region Ile-de-France and then Managing Director for France until 2015.
In 2014, he was elected Deputy Mayor of Toulouse in charge of Culture, as well as a member of Tisséo, taking over as Chairman of Tisséo Ingéniérie. There, he oversaw the construction of the Téléo urban cable car and the Toulouse metro line C project (currently under construction). Having decided, after two terms of office, not to stand for re-election in March 2026, he is continuing his consulting activities in the fields of transport and culture.
